Project Background
In Zanzibar, UNICEF is partnering with the Ministry of Health (MoH) to support multiple digital health initiatives including:

Zanzibar Electronic Medical Record (Zan EMR)

DHIS2 platform improvements
-
Digital Afya Supportive Supervision tools
-
Client feedback systems
-
Interactive dashboards and coordination platforms
As part of these efforts, UNICEF is hiring a National Consultant to design, develop, and roll out a Peer-to-Peer collaboration platform, known as Care Connect System, to connect healthcare professionals across the region.
Key Objectives of the Consultancy

Conduct needs assessment and gather technical requirements
-
Design and develop a secure, user-friendly, and interoperable digital platform
-
Integrate with existing health systems (DHIS2, Zan EMR, mHealth)
-
Ensure alignment with the Software Development Life Cycle (SDLC)
-
Provide system documentation, pilot testing, and handover to the government
-
Offer training, capacity building, and 3-month post-deployment support
Scope of Work
1. Needs Assessment & Stakeholder Engagement
-
Interview key stakeholders: MoH, healthcare staff, IT teams
-
Analyze existing workflows and systems
-
Create a detailed System Requirements Specification (SRS)
-
Validate SRS with UNICEF and MoH
2. System Design and Development
-
Build core features:
-
Real-time messaging
-
File sharing
-
Peer consultations & referrals
-
Health system integration
-
-
Ensure data privacy, security, and regulatory compliance
-
Conduct coding, testing, and deployment
-
Document architecture, schematics, and protocols
3. Testing & Piloting
-
Conduct User Acceptance Testing (UAT)
-
Pilot platform in selected facilities
-
Collect and incorporate feedback
4. Capacity Building
-
Develop training materials and manuals
-
Train MoH staff, administrators, and healthcare providers
5. Support & Handover
-
Provide 3-month technical support post-deployment
-
Monitor system performance
-
Finalize system handover to the Revolutionary Government of Zanzibar
Required Qualifications
-
Master’s Degree in IT, Computer Science, Information Systems, or Health Informatics
-
8+ years experience in software development, especially in digital health
-
Proven experience with:
-
PostgreSQL, Java, Python, Angular
-
Linux, MacOS, Windows platforms
-
Open-source tools and mobile app development
-
Integration with MNOs and SMS gateways
-
DHIS2, RapidPro, HL7, FHIR standards
-

Strong knowledge of:
-
Healthcare system workflows
-
Interoperability standards
-
Digital security & documentation
-

Experience working with:
-
MoH Zanzibar or similar government entities
-
Subnational health teams and donor-funded programs
-

Fluency in English (mandatory) and Swahili (preferred)
