Its mission is to coordinate and facilitate transport development along the Central Corridor. The agency seeks to enhance transparency, compliance, and efficiency in its procurement systems.

Role Purpose

To strengthen procurement functions, CCTTFA is hiring a Technical Assistant โ€“ Procurement Specialist to support strategic, value-driven procurement and ensure full compliance with internal and donor-funded procurement policies.

Key Responsibilities

  1. Manage all procurement and disposal operations.

  2. Lead the preparation, review, and updating of the Annual Procurement Plan.

  3. Draft, review, and manage procurement documents (e.g., RFPs, RFQs, ITBs, Contracts).

  4. Organize transparent bid openings and manage procurement documentation.

  5. Provide monthly, quarterly, and annual procurement reports.

  6. Maintain procurement filing systems (both physical & electronic).

  7. Monitor contract performance and manage renewals or closeouts.

  8. Offer training and guidance to staff on procurement policies and ethics.

  9. Ensure compliance with thresholds, donor rules, and internal controls.

  10. Coordinate meetings, supplier engagements, and procurement committee logistics.

  11. Manage conflict of interest declarations and ethical standards.

  12. Participate in procurement audits and provide documentation as needed.

  13. Any other duties assigned by the Executive Secretary or Director of Finance & Admin.

Reporting Structure

  • Functionally Reports To: Executive Secretary

  • Administrative Supervision: Director of Finance and Administration

Minimum Qualifications

  • Bachelorโ€™s degree in Procurement, Supply Chain, Logistics, Business Administration, or related field.

  • Professional Certification: Mandatory (e.g., CIPS, PSPTB โ€“ Tanzania, or equivalent).

  • Minimum 3 years of procurement experience, including 1 year handling full-cycle procurement.

Skills & Competencies

  • Strong communication (written & verbal).

  • Interpersonal and intercultural adaptability.

  • Experience with procurement laws and donor funding guidelines.

  • Proficiency in Microsoft Office (Excel, Word, Access).

  • Knowledge of ERP tools like ODOO, SAGE, SAP, or OCS (added advantage).

  • Strong report writing and analytical abilities.

  • Familiarity with EAC, SADC, COMESA, AfDB, or World Bank procurement procedures.

Language Requirements

  • Fluent in English (mandatory)

  • Working knowledge of French or Swahili (added advantage)
