About the Opportunity

ICAP at Columbia University seeks an experienced Program Director to lead the Coverage, Quality, Impact Network (CQUIN) and HIV Impact Network for Vertical Transmission and Elimination (HIVE)—two groundbreaking initiatives funded by the Gates Foundation. These networks empower Ministries of Health across Sub-Saharan Africa to drive innovation in HIV programming through collaborative learning, technical assistance, and scalable solutions.

As the program director, you will play a pivotal role in shaping HIV program integration, sustainability, and impact across multiple countries, ensuring that evidence-based interventions translate into measurable health outcomes.

Key Responsibilities

Strategic Leadership & Program Oversight

  • Lead the design, implementation, and monitoring of CQUIN and HIVE strategies, ensuring alignment with Ministry of Health priorities and donor objectives.

  • Spearhead country engagement, fostering collaboration between governments, implementing partners, and civil society.

  • Oversee technical teams, ensuring high-quality program delivery and measurable impact.

Capacity Building & Knowledge Exchange

  • Facilitate cross-country learning through workshops, technical assistance, and best-practice dissemination.

  • Drive innovation in HIV programming, focusing on integration, sustainability, and health systems strengthening.

  • Support Ministries of Health in policy translation, program evaluation, and adaptive implementation.

Grant Management & Reporting

  • Ensure timely execution of project deliverables within grant compliance frameworks.

  • Monitor progress, evaluate outcomes, and report on network-wide impact to stakeholders.

Qualifications & Experience

Essential Requirements:

  • Advanced degree (MD, PhD, MPH, or equivalent) in medicine, nursing, global health, or related field.

  • 10+ years of experience in HIV program design, implementation, and evaluation in Sub-Saharan Africa.

  • Proven leadership in multi-country health initiatives, preferably in partnership with Ministries of Health, donors (e.g., Gates Foundation), and global stakeholders.

  • Expertise in health systems strengthening, PMTCT (HIVE focus), and HIV service delivery models (CQUIN focus).

Desired Skills:

  • Strong strategic planning, team management, and stakeholder engagement abilities.

  • Experience in grant-funded project management and compliance.

  • Fluency in English (French or Portuguese proficiency a plus).
