About the Role
Coop Bank is seeking a dedicated and experienced Procurement & Facilities Officer to oversee procurement operations and vendor management, ensuring value for money, transparency, and compliance with regulatory requirements.
This role is responsible for managing sourcing activities, negotiating with suppliers, administering contracts, and supporting the Bank’s strategic procurement and facilities initiatives. The successful candidate will also contribute to cost optimization while upholding the highest standards of governance and accountability.
Key Responsibilities
Procurement Planning & Sourcing

Develop and implement the Bank’s annual procurement plan.

Conduct market research to identify and evaluate reliable suppliers.

Prepare RFPs, tender documents, and conduct bid evaluations.
Contract & Vendor Management
-
Negotiate favorable pricing, service, and delivery terms with vendors.

Monitor supplier performance against contractual obligations.

Maintain a database of pre-qualified and approved vendors.
Compliance & Governance

Ensure procurement practices comply with the Bank’s Procurement Policy, BOT guidelines, and Public Procurement Act.

Prepare procurement reports for internal audits, management reviews, and regulatory reporting.

Maintain transparency, fairness, and accountability in all procurement activities.
Operational Support

Process purchase requisitions and orders within approved budgets.

Ensure timely supply of goods and services to branches and departments.

Provide guidance and support to junior procurement staff.
Strategic Contribution

Drive cost optimization initiatives through effective sourcing and negotiations.

Support digital transformation and automation of procurement processes.
Qualifications & Experience
-
Bachelor’s degree in Procurement & Supplies Management, Business Administration, Finance, or related field.

Professional certification such as CPSP or CIPS is an added advantage.

Minimum 5 years’ experience in procurement, preferably in the banking or financial services sector.

Strong knowledge of Tanzanian procurement laws, policies, and regulatory frameworks.

Demonstrated skills in negotiation, contract management, and supplier performance monitoring.
