About the Role: HSSE Officer in Juba
The HSSE Officer will play a critical role in ensuring safety, environmental sustainability, and compliance in UNOPS projects across South Sudan, particularly in infrastructure initiatives. Based in Juba, with frequent travel to project sites in locations like Yambio, Maban, Malakal, Leer, Rumbek Center, and Pariang, the role combines HSSE expertise with civil engineering responsibilities. Key duties include:
- Implementing HSSE Plans: Develop and monitor health, safety, social, and environmental plans to ensure compliance with UNOPS and donor standards, such as those set by the World Bank.
- Construction Oversight: Supervise construction activities, ensuring quality, structural integrity, and adherence to HSSE regulations.
- Site Inspections: Conduct regular inspections to identify risks, enforce safety measures, and ensure environmental protection.
- Technical Support: Provide guidance on HSSE practices, construction methodologies, and material selection to project teams and contractors.

Who Can Apply?
This position is open to South Sudanese nationals and requires the following qualifications:
- Education: A bachelor’s degree in occupational health and safety, environmental science, civil engineering, construction management, or a related field. Alternatively, a diploma in a relevant discipline with four additional years of experience may be accepted. A master’s degree or specialized HSSE certifications are an advantage.
- Experience: At least two years of experience in HSSE management, planning, and supervising construction activities. Experience with Environmental and Social Management Plans (ESMP), risk assessments, incident investigations, and working in fragile or post-conflict environments is highly desirable.
- Skills: Proficiency in project management tools (e.g., MS Project, AutoCAD, Google Suite), strong problem-solving abilities, and excellent communication skills to work with diverse teams.
- Language: Fluency in English (spoken, written, and reading) is required. Knowledge of Juba Arabic or other UN languages is an asset.
