Consultancy Opportunity: Harm Reduction Specialist for Kigali Mental Health Referral Center

About the Assignment
Médecins du Monde (MdM) seeks an experienced consultant to support the establishment of harm reduction services at Kigali Mental Health Referral Center (KMHRC). This critical assignment will contribute to Rwanda’s first comprehensive opioid agonist therapy (OAT) program and harm reduction initiative.
Key Responsibilities
- Review and adapt international harm reduction guidelines for the Rwandan context
- Develop protocols for:
• Opioid overdose management
• Service provider referrals
• Community engagement strategies - Create monitoring & evaluation framework
- Deliver training programs for healthcare providers on:
• Harm reduction principles
• Stigma reduction
• Overdose response
Required Qualifications
✔ Advanced degree (Master’s/PhD) in health/social sciences (Bachelor’s with 5+ years experience acceptable)
✔ Minimum 5 years harm reduction programming experience with PWID/PWUD
✔ Proven track record developing clinical guidelines and training materials
✔ Strong understanding of rights-based healthcare approaches
✔ Excellent English writing and presentation skills
✔ Ability to travel to Rwanda as needed
Desirable Experience
- Collaboration with government health systems
- Work in African/LMIC contexts
- Engagement with UN agencies or international NGOs
