Introduction
UNICEF is currently hiring a National Consultant to support the integration of child-focused safeguards in Tanzania’s Digital Public Infrastructure (DPI). As the government advances its digital transformation through initiatives like the Jamii Stack, there is an urgent need to ensure the inclusion, protection, and data privacy of vulnerable children.
This consultancy position is aimed at professionals with deep expertise in child protection, data governance, digital identity systems, and national policy implementation. The consultant will collaborate closely with stakeholders such as the Ministry of ICT, RITA, NIDA, NECTA, and UNICEF Tanzania to build a safe and inclusive DPI framework.
Objective of the Assignment
The core objective of this consultancy is to embed child-sensitive safeguards within Tanzania’s evolving DPI systems. This includes civil registration (eRITA), national ID systems (NIDA), and digital education infrastructure.
Key Deliverables Include:

Risk Analysis
-
Map data flows involving children across systems such as eRITA, NIDA, and education databases.

Identify key privacy, security, and exclusion risks, including issues related to biometric data.

Stakeholder Engagement and Safeguard Prioritization
-
Conduct consultations with government partners and validate identified risks.

Align proposed safeguards with national development goals and UNICEF’s child rights frameworks.

Roadmap and Implementation
-
Develop clear guidance and action plans to embed safeguards into the Jamii Stack.

Ensure interoperability across systems managing data for civil registration, health, education, and identity.

Capacity Building
-
Organize training sessions for government and UNICEF teams on child-centered data governance.

Promote sustainable, long-term protection practices within DPI systems.

Knowledge Sharing and Global Contribution
-
Document key lessons and share findings with regional and global stakeholders.

Contribute technical content to international forums such as the Global DPI Summit (November 2025).

Minimum Qualifications
Education
-
Master’s degree or higher in one of the following fields:
-
Information Systems
-
Public Policy
-
Law
-
Data Governance
-
Child Protection or other related areas
-
Experience
-
At least 7 years of progressive experience in digital infrastructure, child rights, or data protection
-
Proven knowledge of Tanzania’s digital systems, including eRITA, NIDA,and NECTA
-
Experience working with digital identity and civil registration systems
-
Demonstrated success in stakeholder engagement, especially with government agencies and UN partners
-
Strong background in risk assessments, policy development, and institutional support
Skills and Competencies

Analytical thinking and the ability to translate technical findings into actionable guidance

Excellent writing, coordination, and facilitation skills

Strong interpersonal skills and ability to engage across diverse institutional settings

Fluency in English and Kiswahili; knowledge of additional UN languages is an asset
