Job Description:
FHI 360 seeks a qualified Senior Technical Officer, Strategic Information (STO-SI), to join its EpiC Project in Tanzania. To improve strategic information systems, the STO-SI will provide technical support to EpiC Tanzania staff and partners, including civil society organizations (CSOs) and local government counterparts. This includes database management, data visualization, analysis, and reporting. The role will support the implementation of monitoring and evaluation (M&E) activities within EpiC-supported regions and work to ensure compliance with USAID and FHI 360’s guidelines for data analysis, reporting, and decision-making.
Key Responsibilities:
- Provide technical assistance and capacity building in M&E design and implementation.
- Collaborate with partners to ensure alignment with USAID and GoT reporting requirements.
- Conduct monitoring visits, data quality assessments (DQAs), and follow-up action items.
- Compile, consolidate, and submit PEPFAR Weekly, Monthly, Quarterly, Semi-Annual, and Annual Reports.
- Support database updates and ensure correct data capture and reporting for DHIS2, DATIM, and CTC3 tools.
- Promote and implement software/tools for data triangulation and harmonization across different sources.
- Provide mentoring to CSOs and Regional teams on using project-based DHIS2 systems.
- Oversee the implementation of online reporting activities in EpiC-supported regions.
- Develop and maintain project dashboards for performance monitoring.
- Track project targets and ensure timely reporting.
- Document lessons learned and best practices in M&E according to USAID and PEPFAR guidelines.
- Perform other duties as assigned by the supervisor.
Qualifications:
- A bachelor’s degree in Computer Science, IT, Statistics, M&E, Health Informatics, or a related field is advantageous. A Master’s degree in Public Health, Epidemiology, Data Management, or related fields is also advantageous.
- Over 7 years of experience in Monitoring, Evaluation, Accountability, and Learning (MEAL), with expertise in HIV/AIDS care and treatment.
- Experience with programs targeting KVP, DREAMS, OVC, and Adolescents/Youth.
- Knowledge of health and development programs in Tanzania and familiarity with national health information systems.
- Experience developing interactive dashboards using Power BI and Tableau.
- Proficiency in Microsoft Office, SQL Server, and database management systems.
- Knowledge of GIS tools (ArcGIS, QGIS) is a plus.
- Experience working with CDC, DoD, USAID, or PEPFAR programs is advantageous.
- Strong communication and analytical skills, with the ability to translate complex data into actionable insights.
Requirements:
- Proven experience in technical capacity building for Tanzanian NGOs and CBOs, especially those working with KVP.
- Ability to manage multiple tasks and meet deadlines with high accuracy.
- Strong problem-solving skills and ability to work collaboratively with diverse stakeholders.
- Cultural sensitivity and ability to engage with different populations.
- Proficient in written and spoken English.
